Brazil is the 13th largest producer of world science, according to UNESCO Report
BRASILIA, Brazil - For the first time since it was published, the UNESCO Report on Science dedicates an entire chapter to Brazil. For the UNESCO representative in Brazil, Vincent Defourny the country "begins to exist" on the world map of science and technology. In 2008, Brazil invested $ 23 billion in the sector, more than Spain and Italy. The country has also become the 13th largest producer of science in the world with 26,482 scientific articles published, which corresponds to 2.7% of the world.
Brazil invests 1.1% of its Gross Domestic Product (GDP) in science and technology. However the report highlights the high concentration of resources in Sao Paulo, home to 40% of national investment. Moreover, the source of these resources is mostly public. The government 55% of the money for the sector, a common feature among developing countries, according to Unesco. The report also noted that President Luiz Inacio Lula da Silva failed to fulfill his promise in 2003 to increase investments in the sector to 2% of GDP.
Defourny also points out the decline in the number of researchers in enterprises:
- Over the past three years the company lost 10% of its researchers. This is a worrying statistic - affirmed.
He said the career opportunities within Brazil are limited, which leads to a brain drain to other countries. To get an idea, 3 / 4 of Brazilian researchers are at the gym. For the representative, Brazil needs to invest in education. He called the national education as "abysmal."
The report also highlights the fact that the surveys have progressed more slowly than the economy. In 2009, Brazil registered only 103 patents, while India has recognized 679, and Russia, 196.
